City Council to hold Committee of the Whole Meeting 
for 1st District Vacancy

Wilmington, DE – On November 14, 2022, the late Council Member Linda Gray unexpectedly passed away. This led to the First District Councilmanic position being vacated, effective November 15, 2022.

On December 1, 2022, Wilmington City Council passed a resolution certifying that a vacancy exists in the First Councilmanic District. Pursuant to the City Charter, City Council was tasked with filling the vacancy and started accepting letters of interest and resumes from potential candidates.

On January 6, 2023, the application period closed, and four (4) candidates were qualified by the Department of Elections. Due to the withdrawal of one of those candidates, only the following three (3) will participate in a public interview during a meeting of the Committee of the Whole of Wilmington City Council on Wednesday, February 1, 2023:

·       Harold B. Gray

·       Coby J. Owens

·       Vincent M. White

The Committee of the Whole will interview each qualified candidate and recommend a candidate to fill the council vacancy pursuant to the procedure outlined in the City Charter section 2-34.

Members of the public can participate in public comments during the meeting, which will be held at 6 pm in the Council Chambers of the Louis L. Redding City/County Building located at 800 N. French Street in Wilmington, DE.
