City Council Announces Names of First District Qualified Candidates

Wilmington, DE – On November 14, 2022, the late former Council Member Linda Gray passed away. This led to the First District Councilmanic position being vacated, effective November 15, 2022, due to death while in office.

On December 1, 2022, Wilmington City Council passed a resolution certifying that a vacancy exists in the First Councilmanic District. Pursuant to the City Charter, City Council was tasked with filling the vacancy and started accepting letters of interest and resumes from potential candidates.

On January 6, 2023, the application period closed and the following four (4) candidates have been qualified by the Department of Elections:

• Harold B. Gray

• Coby J. Owens

• Vincent M. White

• Justen A. Wright

The Committee of the Whole of Wilmington City Council will be reviewing the letters of interest from each qualified candidate, interview each candidate, and recommend a candidate to fill the council vacancy pursuant to the procedure outlined in the City Charter section 2-34 [wilmingtoncitycouncil.us17.list-manage.com].

The Committee of the Whole meeting to review the credentials of each qualified candidate and to interview them has been scheduled for January 30, 2023, at 6 pm in Council Chambers.
